BOARD OF DIRECTORS
Chair, Alan D. Rothenberg
Mr. Rothenberg is an Attorney in private practice in Rockville, MD. He has served as past Chair of the Board of Directors and as a member of the Board of Directors since 1983. Prior to his election to the Board, he served as Chair of the Supervisory Committee. He also served as Vice President and a member of the Board of Directors of Interstate Commerce Commission FCU before its merger with InFirst Federal Credit Union.
Vice Chair, Arthur D. Scrutchins
Mr. Scrutchins is a career civil servant with the Federal Communications Commission (FCC) and has served on the Board of Directors of InFirst Federal Credit Union for three years. He is a member of the National Treasury and Employee Union (NTEU) and has served as a steward for NTEU. Mr. Scrutchins earned his Bachelor’s degree from Cornell University in 1974, and his J.D. from Temple Law School in 1979. He is active in the local Washington area Cornell Club, chaperoning students each year who are interested in visiting Cornell. Mr. Scrutchins previously served on the marketing committee for the Boys and Girls Club of Greater Washington.
Secretary, Lynn C. Ross, Ph.D.
Dr. Ross has been a member of InFirst Federal Credit Union since she started her federal career in 1987. She was a Supervisory Committee member for the credit union from 1989 to 1995. Ms. Ross has served on the Board since 1995, including assistant treasurer for three years and as a secretary for two years. Ms. Ross worked at OPM as a personnel management specialist and as a budget officer for the Personnel Systems Oversight Group. She was a program examiner with the Office of Management and Budget from 1995 until 2001. Ms. Ross earned her doctorate degree at Georgetown University in 2005. Since that time, she has worked there as a professor and faculty director.
Treasurer, Richard G. Thissen
Mr. Thissen is the NARFE (the association) President. Mr. Thissen has been a member of the credit union for several years. He spent 27 years in federal service as a civilian working for the Department of the Army. He was an Army Level Career Program Manager from 1989 to 1995, and served as personnel manager for over 700 civilians stationed worldwide. Mr. Thissen has an extensive background in employee and retiree benefits and regulations. An Iowa native, he attended Grandview College and Drake University.
Assistant Treasurer, Dennis M. Corrigan
Mr. Corrigan is the Founder and President of NEX Gen Consulting, and the former President of an L-3 Communications Business Unit with over $100 million in annual sales. Mr. Corrigan graduated from Auburn University in 1974, with a Bachelor’s Degree in Electrical Engineering. He served for 24 years in the U.S. Navy as an Aviator and Acquisition Professional, retiring in 1998 as a Captain. He holds a Master’s Degree in Resourcing. He is an active member of InFirst Federal Credit Union, having previously served on the Supervisory Committee and on the Board of Directors as a Treasurer.
Director, Bette D. Cabot
Mrs. Cabot is retired from the federal service after 29 years. She worked for the FAA and the Navy as a Contract Specialist/Contracting Officer/Contract Negotiator. She has been active on several boards of directors and has specific experience in the operations of a federal credit union. She was a member of the Credit Committee and an active contributor to the board meetings of the FAA Eastern Region FCU for 13 years. She also served as Vice President on the Co-op Board at her residence. Ms. Cabot is an active member of InFirst Federal Credit Union.
Director, William E. Shackelford
Mr. Shackelford spent 35 years in federal service working for the Federal Bureau of Investigation. He joined the National Active and Retired Federal Employees (NARFE) as an active federal employee. He served as President of the Virginia NARFE Federation from 2010-2012. In September 2014, Mr. Shackelford was elected to the position of the NARFE Region X Vice President serving Kentucky, North Carolina, Tennessee, Virginia, and West Virginia. Mr. Shackelford is also active in community affairs and is currently serving as a Commissioner on the Fairfax County Commission on Aging. Mr. Shackelford was the “Voice of the Wildcats” at Centreville High School from 1988 through 2012, announcing Varsity games in Football, Basketball, Baseball and Soccer as well as various District and Regional Tournaments hosted by CVHS. A Virginia native, Mr. Shackelford attended American University in Washington, D.C., graduating with a B.S. in Judicial Administration.
